We were shown the flashback and all the other stuff she went through. But it never actually crossed my mind that she could have ever gone down the path of concurring the world or nations!

Well, being a primary slice of life, rom-com genre. It came natural to me that those things were out of question here.

Nobody sane would attempt to conquer the world anyway. It's practically impossible and too much trouble to be worth it. You can't rule anything alone, even governing a country the size of Japan takes countless people, let alone the whole world filled with myriad cultures, customs, languages, traditions, and religions. The largest empire that ever existed, the British Empire, also just went for the easy pickings, but even so it was always in a state of flux because it's inconceivable to rule even a significant minor part of the world for too long. Tsukasa never seemed like an insane person, so it was out of the question. I'm not sure why exactly Nasa was making such a big deal out of it.

The least harmful keter there ever was as well probably.

Of course it’ll change if said conditions are dispelled.
She's more likely Euclid due to the nature of her being "Good" at least. If the containment facility too would be totally welcoming of her like Dr. Bright and the rest of the SCP Facility in that SCP Iris Novel, she'd be a Euclid that is allowed to roam around the facility.

Huh I never thought about how absolutely cracked her power is but Nasa does give it too much credit she would be beatable but a consistent menace to humanity.

Is it a possibility that the plan to restore Tsukasa's mortality can backfire?
For instance, let's say that not only does Tsukasa stay immortal... but Nasa becomes immortal as well?

It would be a blessing for the two lovers, as they can live forever together, but it's also a curse, given that they will never die.

I think it depends a bit on the writer; I seem to recall some exceptions get classed as Safe because even though they demonstrate the ability to break containment, they very clearly don't want to leave, or always come back, or otherwise are easy to "contain" due to their temperament.

If I remember correctly, the elixer "burns" the user alive and from that they are in a perpetual state of regeneration. Not only would her burette regenerate, the original clothes she was wearing that the time would probably do so as well, but she's changed clothes so many times, they are probably long forgotten to the plot and the author
I would not be so sure. While author could be just making whacky solutions not making much sense... it is always possible so I cannot deny it... there might be a bit more logic there.

If we assume that this elixir is in reality some kind of alien technology then we need to assume it somehow distinguish its target from the rest, right? Saying it affects the one who drank it is easy. But defining that person for mechanism would be close to imposible. Humans are made 70% from water. Bones are just mineralized shells of the cells. And what exactly define human cell? We cannot even go by nuclei aka the DNA, since many tissues have different DNA or even lack it (like your red cells).

For such a mechanizm to work, it would need to replace not only "biological" matter, but also minerals of water. And where does the human starts and where does it ends? Is it about the density of human cells in material? And how it distinguish what is human DNA. Add to this fact that her hairband is probably made out of the most common material for stuff like that in said persion - animal skin.

Her clothes were cheaply made of stuff in that time, so they were 100% plant-based. While the hairband is animal.

I am not sure if I am on the right track, since it could be also about the hairband having some of her cells mixed in the structure (leftover hair etc). Or maybe there is somethign else going on.
