I think the human form isn't real, it is just to humanize them for us readers, the constant shift between human form and beast form from 1 panel right next to the other indicated that.

i hate when authors do this its a little sad yea but again i dont feel like ive gotten to know the character all that well so while its tragic it also doesnt hit as hard as it should. Also this kind of flies in the face of how the dragons were driven to extinction a little bit, first of all two birds are serving her meaning that they are allowed to fly around and second the way she handled the snake shows that they shouldnt have had to struggle to hunt.
