I'm not entirely sure what they mean by "light exposure" but I think "multiple full-page suggestive shots with see-through skintight clothing" are pretty clear indications that this is going to be completely focused on the landlady's sex appeal, so even if the barely-censored nudity wasn't enough to push it over the edge (and it should be, based on many other entries on this site), it definitely gets bumped up a category per 2.2.2.1.

Instead of speculating, just leave untagged until there is actually nudity or sex.
