With how cultured the discussion threads of this manga tend to be, it pains me to see so many people failing to see where this is going.

Since no men are born, the population of the republic cannot sustain itself in isolation. Thus they nurture diplomatic relationships with other nations, with a goal of being sent (male) emissaries (preferably strong ones) to serve as breeding stallions.

The other countries probably get some influence out of it (or maybe there's some goods exchange we haven't seen). The republic gets babies. The qualifications of Haru as a diplomat are irrelevant, only his physical strength and stamina matter. Also, Ena is bullying Haru not to see if he's worthy of being her commander, but to see if he's worthy of breeding her. The mission only lasts two months because even strong men couldn't survive for much longer. Karen was extra worried and jealous, not because there's any reason to suspect Haru of chasing tail, but because he's the one who's going to be hunted. It all makes sense !

It's only two months because the previous one vanished almost at the end of their tour, not because that's how long they are normally. Otherwise, that seems pretty sound.
