@Disguised22 Welllll, in one Shin Megami Tensei, there is a quest where Orthros refers to Cerberus as his "big bro". =/ So yeah, I'd tend to think that 2-headed Orthrus feels subservient to Cerberus, with or without the multiple heads.

@codydub03 it's a stereotype of thief in Japan. If I'm not wrong, it's root in the ancient day Japan (not sure which era) where they depicted a thief as such. Just like how we stereotype people who wears sunglasses with suit as a secret agent nowadays.
