Come on, man... that is blatant abuse of power.

I doubt the twins fell for the uniform lady's ruse. When you are investigating possible leaks in the organizational structure, especially when things are very well controlled, the first and often right assumption is that there was inside help.

But no gain in alerting the possible culprits of suspicion.

Aya is a thirs... dominant wif... girl.

Lmao poor Theo always has to work twice as hard only to get screwed for being an honest kid
1. theo didn't really get screwed over before, he did have to work harder to study (which gave him more experiences) compared to his classmates, but that's it
2. togid may be unfair to Theo academically and restricting Theo, but it's iffy if it's truly to screw Theo over , he is either directing Theo to one specific office, or just banning Theo from an office because Togid thinks something suits Theo more - also , Theo can't decide on which office he wants ,

another thing to note is that Togid's expression when he said 'most cynical' almost looks like a smile, https://mangadex.org/chapter/a4a269ab-4050-4eef-b7d9-ebc1a2abecb7/28 , so I feel like he may not be insulting Theo
like he is always rebuking Sedona's free-spiritness, so he may think being cynical is a good trait.

Gotta be honest, I was definitely a bit lost for the first 5-6 pages.

Just for clarification purposes, what race is Togid? Is he Haupi or part Haupi as well?

Aya and Theo's relationship is so precious to watch unfold, especially now that Aya is taking the initiative. I'm curious what will happen once Togid snatches Theo to the liaisons office. Will she join him there?

Togid is full Haupi, presuming that he and Theo only share having blonde hair and pointed ears; but the Haupi's other physical characteristics remain unclear even in the manga's official appendix

I doubt Aya will choose the office solely based on where her crush ends up. I see her as the type to fulfill her own dreams while also making time for love

tbh theo really seems like a good fit for the liaisons office, though it would suck if he got there through sabotage (tbh i dont think togid will get her way with this)

also i guess we will finally learn more about the haupi, we barely had any contact with them or even seen any haupi. the closest thing we got was theo, who was raised as a hyron without any contact with his haupi roots

I know, I repeat: he is restricting Theo. I'm just saying it may not be screwing Theo over. especially since Theo is the only trainee who didn't fill out the questionaire in chapter 17

chapter 39 and this chapter confirms Togid is Haupi since Kumiko thought 'discussion between haupi' , we've seen his long ears before (chapter 18)

Theo is aiming for the Top 3 spot in his class which gives him to pick his own office. Togid is trying to sabotage that likely to put Theo in his own office or some other he thinks he'll be most useful for whatever plan they have going on.

Is it unfair to Theo? Absolutely. Is it a bad thing? Maybe not, depending on the real intention behind this move.

Don't forget that the goal is to train people to serve the library. If Theo would be much more useful to the library in a specific branch, it may be worth it to force him into that branch, especially considering he's not fixated on one right now.

The need of an organisation will always outweight the preference of an individual.

Also, if several branch want him that badly, this move will force the heads to come to an explicit agreement, and not try to influence him in subtle ways to "win".
At the end of the day, it will not be Theo that choose another department than their own.

I'm confused about Theo's answer on page 25-28. His previous answer about the timid kid's half understanding is simple and easy to understand, but I feel like I'm missing the glue connecting the points he made in this second answer.

Theo's answer talked about why the book's idelogy is flawed, but not on why it's worth keeping.

In the first half, he said when shit hits the fan these other races fit certain area or condition, later end it with something about endless interpretation and tolerating differences.

Then, in the second half (page 27), he talked about how even if humanity consists only of one people massive conflict might still happen and all the genocide will be meaningless.
