Wait, why wasn't she punished for cursing the guy? Her village seriously considered punishing her for doing the same to an actual murderer that had supernatural help to boot, but not a random guy who played her? The way this fox society works is all over the place.
She went through the hoops and got permission from the village to curse this guy with bad luck, though not as bad as she hit Kanasaka with - this guy can still get enough money to survive. The fox elders figured he deserved it for stringing her along for 40 years! (I agree). Presumably they did all the preparations to prevent backlash. That was three years ago (in their timeline) and maybe he's no longer even cursed.

2 months ago (their timeline) she unleashed the worst level curse against Kanasaka with no permission or preparation and she got the backlash.

Now she is forbidden from cursing anyone again, but this guy was before that.

So it boils down to having permission? It would be understandable if the backlash affected all her kind, not just the caster, but that does not seem to be the case. It sounds like they're just concerned with the act of disobediance, not the the consequences.

There were two things they said they were worried about:
  • Too much willy-nilly cursing will make it obvious something weird is going on and the humans might start suspecting yokai again.
  • The backlash to the caster caused by insufficient preparations. This is bad for the village too, because a fox cursed like Kogane was can't do things for the fox village in the human village and now all their family and friends are depressed. And there are probably other curses with worse symptoms. You don't want a lot of cursed foxes in your fox village.
So they made a law that you can't curse people without running it by the village elders. If they agree the sucka deserved it then fine, make your preparations properly (they didn't say, but I bet some of the more skilled foxes might even help) and curse him.

So they're not really all that concerned about the target, they're concerned about damage to the village (both ways), damage to the village citizen him/herself, and then now about breaking the law they made. Kogane would have been in big trouble if her family hadn't been able to invoke self-defense (and it probably helps that all the elders are her family or friends).

I don't think human society finding out about them due to the cursing is something to anticipate. The effects manifest as bad luck, who in the world would believe the supernatural is involved because some shmucks lives apparently suck? Unless this was a regular occurence to a huge amount of people, someone turning into Fackler from Police Academy every once in a while isn't going to turn heads.

The problem I have with that justification is that their punishments are quite draconian for a society that is supposed to care so much about self-inflicted damage to their citizens. While we don't know if the death sentence is the only thing they dole out, they are certainly accustomed to it, enough to freak Goro out with how casual everyone was with it. Taking this harshness into account, it's hard to argue that this law means to protect the individuals from the consequences.

Fucking called it, about the ex boyfriend being an asshole. I had a feeling he was sleeping around/ playing with Kogane's feeling about marriage. But Damn, cursing someone for 40years and causing them to lose so much, I admit I'd be pretty vengeful/hellbent on going after the one who cursed me. But if he wasn't fucking around he wouldn't have found out. Funny how all it takes is an apology from both parties, to bury the hatchet and kill the grudge, things started looking up for ex boyfriend. He apologized to his ex wife, and found out he's going to be a grandpa.

Hmmm...this chapter still doesn't answer one of most important questions: on what note did they part ways 40 years ago? Did he promise to wait for her? Or did she say something vague about taking time to finish training and then disappeared without notice for 40 years? Depending on this, my view on the whole situation will change.

Okay so this former husband, aside from being your ordinary run-of-the-mill coward, is also extremely small-minded man. He says he understands the difference in their lifespans, yet he finds it a valid idea to disappear for a long time...did he really think yokai live less than humans? And after she occasionally found him, he said the worst possible thing in face of a powerful supernatural being...I kinda hope he just blurted it without thinking. What a disappointment...at least he found it in himself to apologise despite his life being ruined by a curse.
I still find the "curse" part a little unreasonable, considering that Kogane should understand how long is 40 years for a human, and she can't just appear out of nowhere after such a long time, plus curses were established as serious things later in the series, with permits and backlashes and everything.
Still the biggest factor, as I see it, is that they separated. If she stayed to live with him, while doing training on the side (maybe commuting back to fox village if it was necessary) then the thing would have gone the other way. We have a proof of that now.

At p.8 Goro cried...I kinda want to know what it was in original. Did he used polite speech? Probably not...

And next page...ah, the magic of media tropes: a thing falls out of the closed bag situated upright. I haven't seen this in a while

strange, wasn't Mutsumi-chan going to visit her home? I thought she would leave before the visit of Kawashima's son.

I chuckled at "foxes eat chicken"

...ah, I'm afraid I'm falling in love with Mogami

Thank you for the translation, gentlemen. I'm sorry for the wall of text, but it's only natural for a long chapter, right?
