Yeah, it's possible. Like you can call non-related older women older sister, aunt, or granny, you could refer to a really close younger girl as 'younger sister.' It's much rarer, usually they just call them by name or 'that girl', but it happens.

Like in Fate, Jeanne calls all the younger girls her little sisters (imouto-tachi), even ones who are pretty much the same age, like Jeanne Alter. She claims it's because Alter appeared later, which makes Jeanne the big sister, but she's really just in love with the idea of being Everyone's Big Sister, which requires mass acquisition of Little Sisters.

Why exactly is Goro so adamant about holding back? Is he still expecting to find out something huge, about the mythological foxes, that will absolutely make him reject the marriage? We already know he has fallen for Kogane, and he knows it himself, so there has to be a concrete reason that isn't about Kogane specifically but either about the inter-species marriage thing or about Kogane's background. There was one murderous stalker, which, I admit, is pretty significant, but that's all in the past already, in a very permanent manner, so one wouldn't normally think such a thing would be repeated. But was it still too much for him?

If this is indeed his reasoning, I suppose I can respect it. If he doesn't touch Kogane, cutting ties with her due to external factors might be viewed in a more honourable light. Nobody could claim he was only using her for a while and then kicking her out. However, I can't respect taking too much time to make a decision when living with someone as cute and good as Kogane.

I think the problem is, like Fox Mom said earlier, that he's serious to a fault. At this point he's pretty obviously committed to marrying her once the year trial period is up, and he's obviously quite turned on in this situation,but he's stupidly committed to doing everything properly in order, sincerely. So he 'has' to let the year trial they agreed on pass first, and he won't lay hands on her until then because that would be exploiting her. Gotta put that ring on it first!

And once they're married, he's probably the kind of guy who wants to make sure they buy a house first before they have kids. So he's not going to flake out on her, but...

Wouldn't the "-tachi" suffix be generally used to indicate its subject comprises of more than one person? E.g. "watashi-tachi" for "we" and "anata-tachi" for "you (plural)". In this case, "imouto-tachi" is more likely to mean "little sister (Kogane) and co. (Goro)" than "little sisters" (so no new fox siblings yet, unfortunately).

It's definitely possible that's what he's thinking. It would make sense for his character.

I think he needs a shift in perspective though. If he's the kind of person who wants to get all his ducks in a row, one of those ducks should be determining if they're compatible in the sack. It's okay that they didn't do it in the first month of the relationship, it's okay if he doesn't creampie her before they want kids, but it's good to find out that stuff before tying the knot.

Also, refusing to so much as kiss after several months is abnormal even for people with really strict views on this stuff, which makes me think there could be some other hang-up.
