The final twist step in Mizuchi's genius master plan is the revelation that she's actually stupid as fuck and banked on getting extremely lucky to get this far.

I think because she's just possessing okuu she's able to bypass that requirement.

Its less that you have to be stupid and more that Okuu's brain has enough space to hold all of the information. We saw Mizuchi is able to access people's memories so presumably she can also access that information easily. She could also suffer from information overload and this was always Yukari's plan, but we have to wait and see if that's the case.

You underestimate ZUN's capabilities

If I were to guess, this will probably end like most other incidents: after the final battle, things will just kinda peter out, Gensokyo gets a new (old) inhabitant who'll make an appearance every now and then, and by the time of the next big thing, this will just be history that nobody ever bothers to bring up again (safe maybe for a CoLA chapter tie-in)
