It was early considered a medicinal herb and honestly lacked the versatility of Wheat at the time (being able make bread out of it as one example) and depending on where you look it, didn't really become a staple food till about the 1500's.
Let alone Wheat existed throughout Europe for at least 6000 years prior to the introduction of Rice.
