Kinda, in a way the effect being less severe is somewhat insidious. As a medic sometimes has to down them one after the other to keep up with healing the euphoric effect builds up and makes them addicted to the potions physically and mentally.
(Drinking several of them comes with pretty severe health issues in the long run as well if I remember the novel correctly.)

She took at least 3 mana potions before so she was already tipsy and exhausted from the start when Rodri arrived as her last patient, you can see the empty potions behind her
