• は (wa) = be/is
• 開発 (kaihatsu) = development, usually in the sense of exploitation of resources (ex. national development) or in the creation of new technology (ex. research and development); but also the cultivation of talent or ability
• 済み (zumi) = finished, completed, settled, arranged

Thus, the title means something like "Ueno-kun has already been developed" or "Ueno-kun's development is finished". To put it another way, the manga's title is telling us outright that he's been sexually groomed. EDIT: the translation MangaDex uses is "Ueno-kun Has Been Developed", which is pretty close to what I got.

I'm not sure why this is tagged as "comedy" when it's not funny, not unless you find bullying and sexual assault hilarious. Really should be tagged "tragedy" given how the tennis girl is getting set up to be NTRed.

Every character is deplorable. The story is practically non-existen, just being there as a fuel for the next fetish art. The art is not really good, the only details are on the artist poorly disguised fetishes. And even with all of that, I read all of it in one sitting. It's like a train wreck. You know it's horrible and you should be disgusted, and yet you can't look away. That's some high-tier thrash right here.
