It seems that tobi only changed Uesugi because they wished for it themselves, and even though the other two wished for it in the past (confirmed with noel and very likely with eito), it's ultimately uesugi's feelings alone that dictate it. Tobi is far more respectful of their autonomy than either eito or noel, though I suppose that's not surprising with a god versus middle schoolers. I honestly hope she lectures eito next chapter on how awful he's been. I used to think noel was worse but nah they're both just as bad
