The destruction of the school was only an unfortunate side effect of NIN’s attempt to eliminate both problems at the same time.

I was thinking they had several more objectives:

• Kill Tara's grandson (pretty boy Hachiya) to prevent a succession crisis
• Destroy the (former?) UN base underneath the school once and for all (and the Director as well?)

• As being a NIN shinobi going rouge, Saruta's attack also frames NIN as the perpetrator.

I believe the underground UN base was active before Kuros's infiltration. They prepared Saruta's operation, so they coordianted a preventive evacuation.

Confirmed in the latest chapter! And now that I think about it, that kind of makes Onikobe sneaking back into Japan an even bigger headache for NIN - maybe explaining why Taira was so pissy about the authorities noticing Onikobe entering the country in full stealth mode?
