@EaterOfBooks About that RTW example, concretes were in use during Roman times, but they become a lost tech when it Roman empire falls and didn't get it's formula rediscover for centuries because most who attempt to make them lack the key ingredient : volcanic ash. And if the first witch he got wasn't a genius fire witch that can make the key components, he actually wouldn't be able to pull that off. So it's actually believable that the people there don't know about concrete or didn't expect the MC to be able to make them on the industrial scale.
As for their fashion, there might be a reason for that, minor spoiler though:
Doesn't explain why they look like Earth's European ones, of course, but making up new and unique fashion style for another culture is hard, so it's forgivable.

These people were a mixture of poor people living way out of the main civilization and refugees from said civ, which is a relatively more advance witch-ruled civ that lost the war and ran there to rebuild. And since they no longer have magics freely helping the societies, their tech level would probably get a boost from refugees but drop somewhat from their prime, but the fashion senses might stick around.
