I think breaking up chapters into parts is meant as mangaka-type karoshi prevention.
Or it could be part of a web manga publisher's racket, I dunno.
Well this chapter is a "part", because this isn't technically the official release, since it isn't out yet, is just a
10 pages preview posted in twitter by the publisher, of what is coming for the magazine on the 27th (tomorrow JST), pages are even watermarked here (and sorta censored), publisher usually only do it once to advertise new series or volume releases
Serie shouldn't be in parts, as long as they are being ripped from the magazine instead of waiting for it to be published in comic-walker and such, given magazine raws have higher quality than potato comic-walker too (and comic-walker is delayed by around a month for dengeki series anyway, so won't be there for a while after is being published in magazine and then is behind a chapter)
