I believe they did meet in between the first and "second match". In the first match, Baku nearly won everything, but then purposefully lost a few hands to throw away his winnings and only took 10 million by the end (Chapter 63). In the "second match", it was said that he had already took basically everything from that politician, so they must've had another match before that where Baku took everything. The redemption match was likely their third match.
I suppose at some point in time after the clam match, Baku played the real second match and took everything from the politician, since Kyara implied that they were still teamed up. It's possible that Baku wasn't even actually a Kakerou member yet, and was actually a representative for that politician (similar to how he was in the abandoned mine arc).
Maybe the point of the first match, and the reason he didn't completely win everything, was to get acquainted with the bodyguards, and slowly charm them through winning Kakerou matches. Once the politician lost his money and influence, the guards began to follow Baku instead, following the money and Baku's skills.
