I was thinking what Veshv said, and if Bai Long was talking about Ying being a referee, I feel it could be either Kyara or Mitaka. Why? Because they were a chinese assassin. And as far as I recall only Kyara and Mitaka are specifically said to come from China. Or so I remember. Other chinese characters were Suteguma and Lee but those definitely aren't.

About this chapter, the leveling down penalty for not recharging is another thing that might cause issues on Baku's strategy. I think Kadokura noticed trouble is coming.

If it's one of them, it has to be Hana, Kyara didn't have a name before he was recruited by Nowa. If he was Ying before then, that name would almost definitely have stuck. Personally, I think if Ying is on the island, he's most likely affiliated with the devs as a Single Task Specialist. I don't see Lalo taking both of the "best" assassins in China under his control.

Quite a precarious situation for Baku. In order to prevent level downs, the vest needs to be kept charged, but this exposes their vest's location. They're now forced to keep the vest near them and protected pretty much at all times.
