In short, not killing the president results in the president killing people. (And those people might be assholes, but murdering them is a punishment that's not proportionate to the crime.) Hence, Satsuki is indirectly responsible for those murders in refusing to do what needs to be done to stop them.

How to kill him? Knock him out first, then kill him twenty four hours after that. Or kill him in some place where he's guaranteed to not find the body. Of course, he can do the same to her. Logically, that's what a battle between the two can escalate towards.

All he'd need to do is arrange it so a premonitory corpse appears for Satsuki dying of anaphylactic shock to guarantee this works. Then take some action to save her so he's not a total hypocrite (just mostly a hypocrite).

This same guy re-arranged drinks in a store until he abused a 0.22675736961451% chance to kill Miho. Or stacked pencils on a staircase until it randomly killed his teacher. It's his serial killer modus operandi.

So... The prez target only Seo and Satsuki is block his way. That's why he feels uncomfortable when he see everyone ded. I guess he's neutral to non-bully and keep chasing the bully until he neutralize them. No matter the bully became good person. And prez don't want to kill Satsuki because she's victim.

TBH, everything in this manga is getting really fucking annoying. We have no idea what's the rhyme or reason for most of these characters, making them all seem completely insane. Circumstances are always carefully manicured so that Satsuki is alone and/or helpless against ever more insurmountable odds and her enemy has asspulled Plot Armor.

I might sound like a sociopath saying this but if one can’t kill the Prez because he can see his corpse, just kill the one of the most important people in his life, the Vice Prez.
He can see her body and try to pull the same shenanigans Satsuki does to save his friend (lover?), but it’s a matter of trial and error and he can be set up to ultimately fail just like he tries to do to Satsuki.
Also his “we can’t intervene” bullshit could not be thrown out the window immediately and he might just feel conflicted to the point of not acting in time and seeing her die in front of his eyes.
