The author makes it very clear that misa does this to Io while feeling frustrated about the current situation. This is not proper lovey kinky time. Misa was not pondering this beforehand to carefully craft a scenario for her M. For misa, this is angry sex. This is wanting to feel like she has control over at least one thing in her currently spiraling life. She abuses Io to accomplish that.
