No, horrible dad. The mom wasn’t aware of what was going on because the dad kept lying to her. I think the mom was fine. Even the dad said that she was sad because she thought Shinichi didn’t want to meet his little sister. Though at that point I do think the mom should’ve taken it into her own hands to contact her son.

Though I will agree that it’s an annoyingly stupid and sick gag. And honestly a trope that I wish mangaka would leave in the past. It really diminishes the impact of stuff like this when the author just plays it off as a joke.
