What I like about this theory is that this necessarily implies the Demon Lord was the first one to volunteer to become a witch. It'd be a very Kaneko Naoya twist if he was partly acting out in frustration afterwards when it didn't take. ("It should have been me! Not him!")

There is the possibility that Lovenarock was originally the amnesia boy, but he may have used switcheroo magic (which would include memory swipe and erasure) on the president, since, after all, the president was there before the witches sent them all to the vignette.
As an aside, I saw the samples for next chapter (no raws, which is a shame), and it seems that witch-sensei is very proud of her new body .

What I think is funny about this is when Marianne talks about how the magic arrow "gives the potential" and "witch making magic", it's literally tg magic. It straight up makes them girls including gender, not just the body.

I'm more thinking that amnesia boy was the student council president before the whole school was transported here. When they arrived, the demon lord replaced all memories of him with himself in everyone's minds, and having all memories of yourself replaced with someone else would probably result in you not remembering anything at all, as you no longer have a "camera" in any of those memories.

This also leaves room for the trope of slowly remembering things in a more "realistic" way, as the memories weren't erased in the first place, they're just uninterpreted as he has no identity. Gaining a new identity will recreate that camera and allow him to start remembering things.
