A world where stupidly strong monsters with both tough skin+ regeneration exist (like trolls or ogres). In those cases, a shotgun wouldn't be able to provide enough continuous damage, probably.
Of course, she could defeat them if she were to fight 'conventionally' with magic, but she wants to use guns no matter what so..

So she first ran into the problem of feeding mana to the firing pin when she was 4.
Shortly after she "borrows" that nugget of magic-conducting metal.
Then we get a two year timeskip.
Only now does she have the brainstorm that she can make a firing pin out of the nugget.
And this girl is supposed to be ... smart ?
