I think it depends. If the tomboy is the main girl, she's got a big chest. If she's a side character, she's flat. Still more of a tendency from what I've seen than a set rule, though.

And most of the time manga forgets that there are sizes that are between flat and huge.

I actually agree, and the new getup feels like she kind of overdressed. But that is just my personal sense of aesthetics speaking. I am sure plenty of folk will think she looks better like that.

I personally have never been fan of nail polish/fake nails of almost any kind for example, I think that in 99% of scenarios they detract from someone's look rather than add to it.

Agree with you on the nails, I'll even take it a step further and say that I personally don't like makeup, because I don't find weird face paint attractive, if I did I would be trying to date paintings, not girls.
