Well not necessarily. There might be a magic tool that essentially is a gun. If you consider magic a distinct field of science of its own, it explains why the world would be lacking in chemical knowledge required to make use of or even manufacture blackpowder.
Why make X through complicated processes if you can do it easily by just waving hands and drawing circles? Why have a gun, if you can finger gun someone to death?

Sure the magic computers are a kind of a leap there, but considering the numerous hero summonings, it can be deduced that some - if not all - Oopart tech is due to their meddling. Wouldn't put it beyond some computer science nerd to figure out how to write code with magic, especially if they were a low stat one like our MC here.

not sure if it is for me, but they keep giving us bits and pieces of information hinting at something big by the end of the puzzle, if nothing else I think they’re handling the mystery aspect of this pretty well so I’m still invested… at least until everything is revealed and story becomes actually dull

Without giving spoilers, I'll say that this author is good at writing a mystery into the story, and slowly reveals things over many arcs. And most of the inconsistentencies are intentional and not bad writing.
