I guess that kinda tracks? She's 19 (barely an adult) and her mother neglected her since childhood. Hard to have survival skills when your mom kicks you out out for multiple days after hearing you had "chips". And that's apparently a common occurrence. She should go to whatever CPS is in Japan.
