I guess it depends, if it is the "they would go all the way but suddenly someone/something interrupted them (and most likely caused pain to the MC)" or the "they were about to do it but the MC is too chicken to do a thing or too dense to notice" then i don't think it's hotter, but it could be just me being saturated with the "teasing only" type of ecchi manga/anime tho.

I think he's referring solely to her drawing capability regardless of content.
