Only bit I will comment on, is Shiori being objectively a monster for eating human sacrifices--and that is that they were sacrifices, willingly offered up to her by the village in exhange for their perceived renewed bounty of food from the seas.

She wouldn't have been eating them, or have ever even met Azami, without humans themselves doing their share. So who's really the monster: the yokai/supernatural entity who simply moved into a cave, or the people who ascribed a miracle to her and sought her favor by sending their own to sate her, and of their own volition?

Hence, the question of humans and monsters being muddied. Azami, Shiori, Miko, and Hinako aren't the only characters put forward that test this concept, and each of their motives, actions, and rationale throughout the series have borne this out.

In chapter 52 Shiori mentions that the villagers were starving; if Shiori didn’t give Azami her blood, she probably would have died. Was there an element of greed in their sacrifice? Probably. But their cruelty, to a certain degree, was by necessity. Would you not sacrifice a few to save the entirety? Was it really a “choice” if the alternative was to starve to death? Even if they became affluent or stable after Shiori’s arrival, would you not be fearful of your food’s scarcity after what is, presumably, a famine?

I don’t ascribe any moral judgement against Azami. Her actions are reasonable; I’m sure she can find fault in the people who sacrificed her, but the difference is that they are all dead. Shiori isn’t. Azami is very much a victim throughout her entire backstory. I won’t comment on her later actions with Hinako because its portrayal is obviously negative, but I really do want to emphasize that she hasn’t don’t anything comparable to Shiori.

I really don’t think Shiori is a monster like the comments say

I think Azami is more monstrous than Shiori
Shiori is closer to an animal, than a “monster”. Lions do commit cannibalism, are they monsters? No, they’re animals.

Like we see livestocks as good, Shiori saw humans as food. She is fundamentally different from a human and thus can’t understand humans, I think Naekawa sensei made this clear as day in the manga.
So we can’t put our human morales onto Shiori.

Shiori’s reasoning makes sense. A lot of people wanted a bit of mermaid flesh, afterall, they wanted to be immortal. Thinking that because mermaid flesh was desirable, she fed Azami her flesh as a talesman. I can understand Shiori’s perspective.
Maybe to an immortal mermaid who can regenerate whole body even after getting bombed to pieces, a few pieces of flesh is no big deal.

I don’t think her eating humans makes her a monster. That’s just us humans who don’t want other humans to be eaten.
