WebM as an avatar format

Discussion in MangaDex Discord server made me think about including WebM as a valid avatar format.
Currently only GIFs are supported as a moving image format. They are pretty inefficient storage-wise, especially compared to WebMs (example).
If WebMs were supported users could have longer animations of better quality as avatars, taking 1MB file limit into account.
