Weekly/Monthly Appreciation Thread for Scanlators

Just choose 1 scanlator group per week or month that users can nominate
Then add an announcement (with a link to the chosen group's page) to the top like the one featuring the HScans interview right now, for a few days

Subsuggestions:

- Make it completely random so bigger groups aren't favored but have a minimum number of nominations needed, maybe 20
- Users can nominate max 3 groups/scanlators per month
- more....
