Just find out this one Emperor to Issho not in this site yet. so yeah, the site did not have everything yet. and i don't see where is the right place for a case like that

I might be misunderstanding something, but I think you're asking about a thread for manga with existing translations that either don't have manga entries on the site or aren't uploaded to the site yet?
You can go onto our Discord channel and request something to be uploaded there, but Emperor to Issho was only done by Viz Media. We don't allow for official scans to be uploaded so there's nothing we can really do about Emperor to Issho except make a manga page for it.
