So if magical shoes are a-okay to use because it's not "magic directly on the human body" and counts as a magical tool... Could you simply just slap sheets of paper to your body with glyphs on them and still be within the rules? Technically it's not DIRECTLY on your body...
Also, how the hell would healing magic apply? Assuming it even exists, it doesn't seem like it'd be kosher to the rules. You have to manipulate the body in order to do such treatment. And while, yes, that could be used for evil and bad things, it could also be used for good. (I've always thought that if healing magic could cure mental illnesses that would be terrifying because it would mean it could be capable of altering mental chemical balances - in other words, not that different from mind control) Any power can be used for ill or good. Restricting such things that could be beneficial because someone might be an asshole seems pretty god damn short sighted. I mean, a knife can cut meat, cut bread, cut thread or cut open someone's throat. Don't punish the tool for the actions of the individual.
