Paper is permeable so it can't hold helium. In fact, there is a famous Japanese toy, kamifusen, that are self-inflating paper balls that use the fact that paper is semi-permeable to inflate as you toss it. Even gas canisters can only hold onto helium temporarily, so it's impossible for paper.Probably still filled with a helium/air mix. I think they were just paper instead of polyester or rubber so they'd decompose.
As an aside, Makiba let not just another boy but a girl into his private male space/meditative retreat/mancave/secret base. That is a high level of trust.
There are paper lanterns that fly using the heat of candles, and the ones in the comic do glow, but they should have an open bottom, and also releasing dozen of flames into the sky in a city is mega irresponsible lmao
