The risk is from allying herself with Mikoshiba. Leaving him alone itself is a different threat. Mikoshiba is growing his country, and no one knows what his intentions nor his allegiances are. Having him as an ally or even just taking to him clears that threat, but would draw the ire of the nobles.

Even this logic is flimsy on her part. The black haired girl is literally hysterical. She’s afraid of losing her position to Ryoma as well as “keeping her majesty safe.” The nobles are openly antagonistic and have already plotted a coup de tat. Trying to earn their favor or avoid drawing their ire makes no sense since they’re already against her.

Ryoma and Elena are the only reasons her head isn’t on a pike. He’s shown no desire for power or corruption, so keeping him close and forming a wall around the throne would’ve been far more beneficial than virtually exiling him.
