Even this logic is flimsy on her part. The black haired girl is literally hysterical. She’s afraid of losing her position to Ryoma as well as “keeping her majesty safe.” The nobles are openly antagonistic and have already plotted a coup de tat. Trying to earn their favor or avoid drawing their ire makes no sense since they’re already against her.The risk is from allying herself with Mikoshiba. Leaving him alone itself is a different threat. Mikoshiba is growing his country, and no one knows what his intentions nor his allegiances are. Having him as an ally or even just taking to him clears that threat, but would draw the ire of the nobles.
The issue here is trust. The Queen doesn't know Ryouma very well as a person. All she knows is Ryouma as a warrior and a tactitian. And from his actions, she can tell that Ryouma is ruthless and supremely cunning. More so than her or anyone else. You can tell what she fears the most when it comes to Ryouma. She fears that Ryouma is going to overthrow her. After all, Ryouma is the hero who saved the country. If she let Ryouma stays inside the court, he can easily sway the public and win the heart of the people. Not to mention that he already have two of the most powerful nobles on his side. Couple with his ability in the battlefield along with his capabilities to train armies and win wars, he is a beast that she cannot control. Which was why she send him away, thinking that the problem will go away once she does. This goes to show just how childish and naive her way of thinking is. Ryoma and Elena are the only reasons her head isn’t on a pike. He’s shown no desire for power or corruption, so keeping him close and forming a wall around the throne would’ve been far more beneficial than virtually exiling him.
