Poor Mc. You would think getting a really fast water dragon with inter-dimensional claws would show you have at least some decent talent but i guess all they have is knowledge of the future and high grade items. Though i tend to like stories where sure they have a edge but still have to work insanely hard to get where they want to be
Considering he had to be double checked, there might be some misinterpretations in his evaluation. Like with Touma Kamijou from A Certain Magical Index, his power is so undefined they ranked it at the lowest level.
This, as a storytelling standpoint, paves the way for the arrogant punching-bags to be fukbois and look down upon the main character while spouting trope lines. That being the bread-and-butter of the mahua genre. That and highly corrupt people in power.
He even said himself that he used dragon crystal to lose his potential in his past life and 66 is really odd numbers.
Those people doesn't find it strange at all, well he got his decent talent = 66.
Well, nevermind, we all know that MC will revive with flying colours and give a good face slap in those looking down on him.

@knightcky the series already said anything over 100 just isn't measured so if it is scored >=100 it is read as 100 no matter what, so it wouldn't be something like his talents were 166 and lost the 1 cause it'd just be it oh it already reached 100, we can't measure beyond that so it's 100...so the fact that he registered as a 66 across the board either means there's a fourth category they can't/don't check that is super high to account for his reincarnation OR he just has relatively crappy talent compared to the chosen ones and has to make up for it with determination hard work and knowledge of major events to come (which will probably bite him in the ass hard at some point cause the timeline is shifting on account of his new actions)
