The MC literally just came to the town a day ago and is finding out about stuff while being a criminal. Cut the MC some slack, he/she doesn't even know the full scope of what's going on and who is and isn't bad plus its not like he/she is some heroe of justice trying to save the world. Just because you hear from a single dude that the town is corrupt, you're going to go kill the leader without asking questions or checking out what's going on yourself? That's one of the fastest ways to get tricked or end up doing some stupid shit.

I think it is allright that Monica died, the author wants to portray this world as a ruthless place for children. Naivity can get yourself killed in this world and also in real life.
The world is unreasonable and unexpected deaths happens to everyone. Mc is someone that can't put up with innocent children dying, that's why she's not following her own advice.

I'm not sure where the rape supposedly happened as some in the comments suggested. While brutalizing young women isn't much better whether sexual or otherwise, there's no indication anyone in that cage was assaulted that or even dead really. Monica had no obvious wounds or apparent blood loss, she could just as easily be unconscious.

I don't think the protag is angry only because of Monica's death, but mostly because of human trafficking. MC was fine with thugs and power struggles before.

It's kind of the Giorno moral compass where selling drugs is OK but human trafficking isn't. She draws the line somewhere, and that somewhere is before human trafficking.
