So how did this guy lose to the protagonist in the original timeline? Did he really just never take a week to study and become OP lol?

Exactly my thoughts. The authors never seem to be able to create a proper plot thread. There is absolutely no reason, if it was that easy, why the villain lost. Even if he didn't study at first, if he kept challenging the MC then he would have eventually studied and mastered things.

so the villain character had this cheat ability it literally took just an afternoon to memorize all the books he was behind on reading. am I to expect the story's protagonist to have an even more impressive cheat skill, or the villain who "sold his soul to the devil" on top of having those eyes and "trying everything to surpass his rival" was actually THAT incompetent?
