Well, there are famous artists who have done extreme stuff in the past (Van Gogh with the ear thing as an example), and much of today's popular mangakas started off drawing erotic doujinshis or have some very sinful past times (Like Rurouni Kenshin's mangaka and his CP 'hobby').

From what I can guess on how artists and art teachers get 'creepy', part of it is that they were usually exposed to something really unhealthy at very impressionable points in their lifetimes. Not that all artists are 'eccentric' to that extent, of course, but people who have had 'eccentric' lifestyles are prone to be artists of some kind down the line.
Some of them go down the rabbit hole per say on stuff they weren't initially exposed to when looking for more inspiration on subjects; like the Galko mangaka "researching" school girls to improve his art...

Why are art teachers always just a little off and just a tad bit creepy?

I swear this is a universal constant. Like a "you must be this strange and no more before you can begin teaching art."

...it has to be something in the art supplies...
Art people are in general just a bit weird. If you really think about it most great artists drew the thing they were obsessed with hundreds if not thousands of time, being obsessed with one thing is a bit weird but that's also passion.

Love that Inuyama's teacher is as "pervy" as he is when it comes to art. Great chapter, honestly i wish this couple would get a full spinoff.

Never realised Inu's been taking lessons with this guy for a decade ? Does anybody remember when Tomitomi-sensei got initially introduced in the manga ?
It was such a long time ago. It was when Inuyama introduce him to Toyoda, so she can learn more in how to improve her drawing.
