What I got from the interaction between Chii and Seto is that Chii acknowledges she doesn't understand adult love (yet).
I think she even hinted that she knows Tokio is in love with her, but she feels far more comfortable playing the big sister.
Her whole cutesy love play with Anjou seems to be just that... a play.

It does create some friction, however. Which might be her entire purpose, since it's the author that decided to place a character uninterested in romance, smack dab in the middle of a rom-com.

I don’t think we read the same chapter, especially with the comments about food tasting better with the people you love, and how her first thought before that’s said is him.

Also considering how the characters are setup and how we have the main couple, the almost couple side pair, there’s not suddenly going to be a female introduced that she’ll fall in love with.

Agreed. In fact it feels like Chii may be ace if anything rather than lesbian.
Though that may just be me over-reading something very brief because I feel starved for representation (I've still got a bit of a bit of a grudge against Bloom into You)

Chii got a little bit of development, but I still don't really enjoy her interacting with the other 2 couples(-to-be). She needs more of her own chapters to establish herself within this point of the story. She still feels like she's 100 chapters behind - the kind of weird feeling of incongruence.
