my guess is that hijiri figured that shiratori would accept cookies from anyone and be happy, so she thought that her cookies wouldnt carry any special meaning anyways

though if anyone has a better answer as to why hijiri didnt give shiratori cookies, please comment so that i may compare your answer with mine

I thought that was the case but there is also the possibility that she was actually worried about him having to eat all of those cookies so she would probably be causing him trouble, not sure if what she interpreted from his response was like "eh?... more cookies? As a man a have to accept them" even if its a bother to him since he has to finish all the other cookies. Well at the end he seems to like hijiri and hijiri seems to feel like he is a really good person that will sacrifice himself to make other people happy, so seems that they could be a good couple, i mean, i can totally look at her as his wife caring about him without him noticing what she is doing. Well thats what i think
