I think it's the latter, but it isn't your fault. The casting-1-liter-water-spells-until-he's-out-of-gas process was his research and calibration method, in order to create a baseline measurement of his own mana (because you can't create a measurement tool without first establishing a standard, a rather insightful engineering observation on the part of the writer.) The manga just skipped from him establishing his own MP stat to the very next frame, where he creates the measurement spell that shows it.

Seriously! Why give her the option NOW after you had it “completed” for how many days? Really author/editor, all this for a forced dramatic moment. Why not have this happen during one of the trial runs and be forced to give the mother one of the form attempts.
