It's like comparing Masakazu Katsura's drastic change from his older works such as DNA
2 and Zetman. You can change how you draw your characters but there are telltale signs such as subtle characteristics in the eyes or shading techniques.
But hey, if you find any proof that this was actually Fukuda Shinichi I'll happily swallow my words. But no, I don't think this is the same artist. At all. The way the bodies are drawn are too drastically different in terms of references - at different angles you can see body structures in this manga start to look a bit off sometimes but Fukuda doesn't have that problem.
It could be a former assistant of hers/his, like between the artist of Yamada and the Seven Witches and Hiro Mashima's works
