So, the way banking used to exist was that you had moneylenders and just generally rich merchants who you would leave sums with and get a scrip with their seal for the amount. To actually get the amount, though, like if a moneylender who wanted to cash out some scrip would want to do, it had to manually be moved. The scrip was only somewhat trusted between merchants and moneylenders, as well, since they could be faked much more easily than coin, and likely wouldn't be accepted if it came from too far away. They also took usurious fees for both issuing and paying out, so it really was not worthwhile except for the also-rich to do (which would also lend their own credibility to their transaction).

Harris isn't  cultured degenerate enough to do anything to Tiana yet, he's nicer than everyone gives him credit for.

She's no longer near-worthless since he started actually feeding her. And he doesn't have any other... property to speak of. Certainly not enough to be worth the 10 gold coins he was responsible for.

Anyway, I'm about 99% certain the quest giver set him up specifically so he could take her.
