I'm not trying to make excuses for the guy but he's kinda right in calling Fuku out for being a hypocrite. Like she's whining about him treating people like disposable pawns but she (and Nighthawk) is a literal killer for hire as well. She's mad at him for killing her friend but she (and her friend) likely killed plenty of people who had friends as well.

Aside from being a creepy pervert, he hasn't been shown to do anything particularly cruel or unusual aside from doing a bit more murder than necessary, and of the two situations we've seen the people he uses as pawns are either hired rapey goons or other hitmen, none of whom are exactly innocent. So while he definitely deserves to die and she can and should resent him for killing her friend, her whole rant feels really silly and hypocritical.

It's her reaction to being called a hypocrite that has me thinking that she won't stay in the assassin world for much longer if she's this weak willed or blind to the reality of the situation. I don't think there's really a code of honor among assassins, if Fukuhara was in a position where she had to kill Snake (prior to his betrayal) I doubt she would have hesitated.
