This kind of thing takes me back to the time where there were people saying Attack on Titan was a seinen series because it was published monthly instead of weekly like a shounen would be. It was hilarious.

I don't see how 17 pages per chapter would benefit this manga.
Doubling the number of pages would drag out the gag or tell the story in a very different way.
Keiyaku Shimai is structured in a way that makes use of the extra pages.
