Still weird why they are being abandoned. Probably the stone being strengthened by death of human, that's why they are being left to death?

My theory is that one of the members of the chain (former or current) used that town as the base for their experiments, so they used their authority to wipe all knowledge of it existing from the records. The current residents just happened to find the place and decided to settle there after escaping from a war or something.
