My understanding, and I am not a japanese lawyer, is that in Japan it largely depends on the family registry. To oversimplify, "do you and your stepsibling share a last name?" is the barrier to overcome.

I have no idea how easy that is to change outside of "by getting married", and no desire to really dig into this.

you can marry anyone that's not blood related to you, as long as they're not already married. That means you could marry your widowed step mother after your father dies too.

Also depending on the country/state, you can marry 1st or 2nd cousins. Mostly 2nd cousins though, 1st is only some places.
She would have to be removed from their Koseki (family registry) but it's just paperwork. This is assuming the dad even adopted her or vice versa....it should be fine tbh. Honestly do they even need to get legally married? They can just be together in a relationship without it
