Kinda?
It's more like, "You're so retarded/crippled that you can't manage a stick shift". The Automatic Transmission Only restriction is for people who are handicapped in some way. Like they're missing an appendage, or they have a mental disorder that impairs their ability to coordinate the clutch pedal and shift lever.
Keep in mind, America is the exception - whereas automatics are the norm here, in the rest of the world most people drive manuals. Which makes sense because automatics can't handle as much torque or power as a manual, nor do they transmit the full power of the engine at all times (Google "Torque Converter" to see why), and are more expensive to build and maintain. (Automatics need to be serviced about every three months. Manuals? Only if something breaks. And clutches can last for 100,000 miles as long as you're not abusing the hell out of them.)
I know because I prefer to drive nothing but stick shifts while the rest of my family drives automatics. Any issues I have with my cars are mainly because the previous owners abused the hell out of them and didn't do any maintenance, or worse, did horrible fucked up maintenance that I had to fix.
PS: I do the work myself because I used to be a 5" gun technician in the US Navy. After working on a piece of machinery that has well-over 1000 moving parts, a car is easy by comparison. Though it helps a lot to have the manufacturer's service manual - Haynes and Chilton manuals are a fucking joke.
Please share the following link with others - it's 100% safe, I promise. It's an internet archive for complete service manuals for cars that are at least ten years old (because at that point the automotive industry doesn't care anymore - they expect you to buy a new car every five-to-ten years and scrap the old one). It's an absolute gold mine for anyone who does work on cars.
