He's definitely not stupid, we have seen that many times. More importantly, though, his ways of thinking, living, and interacting with others aren't similar to average book lovers or other heavily culture-minded people seeking jobs in libraries and similar institutions. So, he'd think outside the box compared to most of them. I reckon he's also held back less by the customary Japanese hierarchy and seniority-oriented social order than most. He's a punk, after all, with the rebellious spirit in his blood.

Probably where they deserved, but the one really at fault are their superiors, allowing that to happen. I have had too many colleagues like her to feel any scrap of sympathy.
She's definitely a "nusicane"...

I think Matsuura's perspective on Marino is a nice twist. The statement "at least she can use a computer!" speaks volumes to the quality of previous full-time co-workers she has had.

It was mentioned in an earlier chapter that Marino was basically nuisance/ problem child kind of character, who was sent (banished) to the library because her previous department didn't want to deal with her. Whilst that reflects poorly on Marino, it also points a picture on the public-sector bureaucracy being portrayed in this manga. Clearly this isn't the first some "problematic" has been sent to the/ a library and by the sounds of it Marino is on the better of the spectrum.
